The Failure of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of opposing developments captured the grim essence of the current period. By day, diplomatic battles are waged: positive announcements are delivered from various governments. Considerable effort is expended on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from enemy soil, a capacity provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by partner states. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: maybe the approaching threat won't strike its target this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly imported technology. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its target.

Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: several casualties, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on external assistance – a need that neighboring countries are demonstrably unable to substitute in the short term.

Unsuccessful Negotiations

The 28-point plan from American leadership generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.

Political Considerations

It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a premise well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, American administration does nothing to deter Moscow, through statements or actions, from believing that the current condition will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing people and territory but preventing a entire defensive failure until conditions improve in its advantage.

Current Realities

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: political desires to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.

These two forces are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
